Applicants must meet the following prerequisites:

  • Applicants must be 18 years or older at time of submission.
  • Applicants must reside inside Lubbock County.

Submission must meet the following requirements to be considered:

  • One submission per individual applicant (team submissions are not accepted but artist may be assisted during painting event).
  • Design must be a unique and original piece from the applicant that represents the contest’s theme.
  • Designs must be appropriate for all ages.
  • Designs must not advertise any product, company, religious or political views.
  • Designs must be adaptable to various dimensions due to the varying sizes of the storm drains.
  • Designs must be submitted in full color.

Individuals that have won during a previous City of Lubbock Stormwater Drain Art Project need not apply.

The City reserves the right to remove storm drain artwork at any time. If selected to participate in the Storm Drain Art Project, artists must sign a contract agreeing to complete the mural on time, to use only the specialized paints provided by the City, to paint the City-approved design they submitted, and to release ownership of the mural artwork to the City of Lubbock.

Four selected artists will each receive $1,000 and one artist from those selected will receive an additional $250 if voted as the fan favorite, these prizes are sponsored by Civic Lubbock, Inc.

The artists whose artwork is chosen will be notified on May 2nd, 2025, and they will be required to attend a subsequent education session presented by the City of Lubbock Stormwater Compliance department before the painting can begin. The session will cover basic information on storm drains, stormwater, day-of-event safety standards, expectations, and will include a Q&A session.

The mission of the Storm Drain Art Project is to educate citizens on the connection between our storm drains and local waterways by beautifying our City with public art.

Many people do not know that rainwater flows through storm drains and exits into our creeks and lakes untreated and unfiltered. Thus, any pollutants and debris that get swept up along the way end up in the waterways that we see throughout the city and even the state. The Storm Drain Art Project works to remind the public that storm drains are to be maintained and preserved, just like important pieces of art.

The City of Lubbock Stormwater Compliance department hosted the first Storm Drain Art Project (SDAP) in 2019 in conjunction with the local First Friday Art Trail. Over 100 local artists applied, and six were selected to paint murals in the heart of Lubbock’s Arts & Entertainment District downtown. Each winning artist was awarded a $500 stipend sponsored by Civic Lubbock, Inc., and were invited to paint their murals live during the First Friday Art Trail. This encouraged patrons and artists alike to discuss the importance of keeping our storm drains clean and fostering conversations around stormwater runoff and water quality. With the first SDAP becoming such a resounding success, we permanently partnered with Civic Lubbock, Inc. to sponsor future winning artists, this time with a $1,000 stipend each. Each year, artists are to incorporate a new theme along with concepts of stormwater and water quality. We are excited to continue this project moving forward!
