Summary
Develops, plans, conducts, and evaluates water and wastewater programs to educate and inform the public of water related issues, promotes water conservation, and water resources protection. Coordinates internal, and external, public relations for the organization involving creation and distribution of varied medias consisting of photography, graphic design and written material.

Essential Functions

  • Collaborate with various community groups and businesses to enhance relationships with the Water Utility.  Compile, prepare, and make available water and wastewater information for public education in a variety of media formats;
  • Assist in preparing the annual water quality report, other required reports, and public presentations in a variety of media;
  • Compile and analyze water use and conservation data for various reports;
  • Supervise the development of outreach and educational programs to educate and inform the community on water and wastewater related issues including water conservation;
  • Monitor effectiveness and revise information on an annual basis or as changes occur;
  • Inform the public about water use and protection issues as well as rate and billing processes;
  • Supervise the maintenance of the Water department website, and other social media accounts;
  • Coordinates educational efforts of Water Programs Educator.
  • Coordinate and implement water conservation programs;
  • Produce internal and external material from initial design stages to completion, including design, layout, writing content, taking photographs, and creating graphics;
  • Monitor, and maintain, social media outlets while editing and contributing content;
  • Perform related duties as required.

Qualifications
Completion of a bachelor degree in education, media and communications, marketing, political science. business administration, horticulture, biology or other related field with an additional two to five years of water conservation or communications and or education activity experience, or any combination of relevant education and experience which provides the following:

Texas Driver’s License

  • Principles and techniques used in water education;
  • Website and other social media updating procedures;
  • Water program development, implementation, and evaluation;
  • Irrigation requirements for plants;
  • Water and wastewater related ordinances;
  • Drought-tolerant plant materials;
  • Protection of water supply;
  • Local water supply issues;
  • Water rates structures;
  • Event coordination and planning;
  • Water use management plans;
  • Industrial waste monitoring programs;
  • Marketing and promotion of events.

Ability to:

  • Respond to oral and written requests from the public;
  • Independently organize and develop education and conservation programs;
  • Communicate effectively orally and in writing with both adults and children;
  • Work cooperatively with others;
  • Maintain records and prepare reports;
  • Follow oral and written instructions;
  • Establish and maintain effective working relationships with the public, teachers, and various community agencies and organizations;
  • Maintain plants under various conditions;
  • Communicate effectively regarding water use, understanding the utility bill, and water protection devices;
  • Design flowerbeds using drought tolerant plant material;
  • Supervise and coordinate the work of others;
  • Organize data in spreadsheets.
  • Communicate effectively both orally in writing including a command of grammar, usage and vocabulary;
  • Produce creative and appealing presentational material;
  • Strategic and creative thinking skills;
  • Analyze and interpret complex data for reporting.

Physical Requirements:

  • Occasionally lift up to 25 pounds;
  • Occasionally carry up to 25 pounds;
  • Frequently stand and walk during the shift;
  • Occasionally flex upper trunk forward at the waist and partially flex at the knees;
  • Occasionally rotate upper trunk to the right or left while sitting or standing;
  • Place arms above, at, or below shoulder height.
